PART A: TERMS & CONDITIONS

1. Introduction
Launching in January 2026, The My Collector Prakasam mobile application and website (collectively referred to as the "Platform") is a citizen-centric digital public service initiative of the District Collectorate, Prakasam District, Government of Andhra Pradesh, India.
The Platform enables citizens to:
• Submit grievances and issues directly to the District Collector’s Office
• Access official news, announcements, and public awareness content
• Voluntarily donate for district development and welfare initiatives
By downloading, installing, accessing, or using this Platform, you agree to these Terms & Conditions.

2. Eligibility
• The Platform is available to residents of India.
• Users must provide accurate and truthful information.
• Minors may use the Platform only with parental or guardian consent.

3. Nature of the Platform
• This is a non-commercial, public service initiative.
• Submission of a requirement does not guarantee resolution within a specific timeframe.
• The “My Collector App” reserves the right to prioritize, classify, forward, or close complaints based on administrative feasibility.

4. Request Submissions & Ticketing
• A unique ticket number will be generated upon successful submission.
• Acknowledgment may be sent via SMS or push notification.
• Ticket numbers are for reference and tracking purposes only.
• Individual responses to all complaints are not guaranteed.

5. Donations – Voluntary Contributions
• Donations through the Platform are purely voluntary.
• Donation amounts range from ₹10 and above.
• Donations are intended for district welfare and development activities, including:
o Drinking water
o Healthcare
o Child education
o Girl child safety
o Women empowerment
o Welfare of orphans and differently-abled persons
o Educational Institutions
o Overall District Development

6. Transparency of Donations
• To ensure transparency, donor names, donation amounts, will be displayed on the official public website.
• The fund utilization activities will be provided in the website.

7. Payment Gateway & Transaction Issues
• All donation transactions are processed through third-party Payment Gateway (PG) providers.
• In case of payment failure, pending status, or amount debited without confirmation:
o The Payment Gateway generally resolves the issue within 24–36 hours.

• “My Collector Prakasam APP” shall not be responsible for delays or failures caused by banks, payment gateways, or technical systems.

8. Income Tax Exemption Disclaimer
• Donations made through this Platform are purely voluntary contributions for public welfare purposes.
• At present, the “My Collector Prakasam APP” does NOT provide any Income Tax exemption benefits for donations made through this Platform.
• No Income Tax receipts, 80G certificates, or any other tax exemption certificates are issued for such donations.
• Therefore, donations made through this Platform CANNOT be claimed or used for Income Tax filing, returns, or tax exemption purposes under the Income Tax Act, 1961.
• Users are advised not to make donations with the expectation of any tax benefit.
• Any future provision of tax exemption shall be applicable only if formally approved and notified by the Government or the “My Collector Prakasam APP”.

9. Refund Policy
• Successfully processed donations are non-refundable.
• Any refunds, if applicable, shall be governed by the Payment Gateway’s policies and applicable banking regulations.

10. Limitation of Liability The “My Collector Prakasam APP” shall not be liable for: • Financial losses due to payment gateway failures, banking issues, or user error
• Unauthorized access, hacking, malware, or cyber incidents
• Any direct, indirect, incidental, or consequential damages
Use of the Platform is at the user’s own risk.

11. Prohibited Use
Users shall not:
• Submit false, defamatory, misleading, or unlawful content
• Attempt to hack, reverse engineer, or disrupt the Platform
• Use the Platform for political campaigning or personal gain
The “My Collector Prakasam APP” reserves the right to restrict or block access for violations.

12. Governing Law & Jurisdiction
These Terms & Conditions shall be governed by the laws of India, including:
• Information Technology Act, 2000
• Digital Personal Data Protection Act, 2023
All disputes shall be subject to the jurisdiction of courts in Andhra Pradesh, India.

13. Transparency & Accountability
“My Collector Prakasam APP” shall maintain complete transparency in all financial matters. A dedicated public website shall be created to display details of all donations received, including the donor’s name and the corresponding donation amount. All such information shall be made publicly accessible to ensure accountability and public trust. In addition, a funds utilization page shall be published, clearly detailing the purposes for which the collected funds are utilized.

14. Website or APP service (webserver down issues handling)
The website or mobile application may occasionally be unavailable due to technical reasons such as server issues, internet connectivity problems, power outages, software glitches, or hardware failures. In such cases, efforts will be made to resolve the issue within 24 to 36 hours on working days. During weekends and public holidays, the maximum resolution time may extend up to 3 days.
For reporting technical issues, users may contact the helpdesk at 9849454545(Temp). Users shall not raise any claims or complaints arising solely due to such server downtime.

PART B: PRIVACY POLICY

Privacy Policy:
This Privacy Policy governs the collection, use, storage, processing, and disclosure of information by the Company/Department through its mobile application and website (hereinafter referred to as the “Platform”). By accessing or using the Platform, the user (“User”) agrees to the terms of this Privacy Policy.
1. Collection of Information
The Platform may collect personal and non-personal information including, but not limited to, name, mobile number, device information, GPS/location data, photographs, trip details, time stamps, and usage logs. Such information is collected solely for official, operational, monitoring, validation, audit, and payment-related purposes.
2. Purpose and Use of Information
All information collected shall be used for enabling trip tracking, geo-fencing validation, route verification, transparency, prevention of fraud or misuse, performance monitoring, payment processing, compliance, and improvement of system functionality.
3. Location Data and GPS Tracking
The Platform collects real-time location data during trip initiation, trip execution, and trip completion to verify routes, source points, delivery points, and geo-fenced locations. Location data shall be collected only when the Platform is used for authorized and official activities.
4. Photographs and Media Data
Photographs or media captured through the Platform shall be treated as official records and shall be used exclusively for verification, validation, audit, and compliance purposes. Such media shall not be used for personal, promotional, or commercial purposes.
5. Disclosure and Data Sharing
User information shall not be sold, leased, or commercially exploited. Information may be disclosed only to authorized government authorities, departments, auditors, technology service providers, or as required under applicable laws, rules, regulations, or court orders.
6. Data Security Measures
The Platform adopts reasonable technical, administrative, and organizational safeguards to protect data against unauthorized access, loss, misuse, alteration, or disclosure. However, the Company/Department does not warrant absolute security of data transmitted or stored electronically.
7. Data Retention and Storage
Collected data shall be retained for such period as required to fulfill operational, administrative, audit, legal, or statutory obligations. Upon completion of such requirements, the data may be archived or disposed of in accordance with applicable laws and internal policies.
8. User Obligations
Users shall be solely responsible for maintaining the confidentiality of their login credentials. Any activity conducted through a User’s account shall be deemed to have been performed by the User, and the Company/Department shall not be liable for unauthorized access caused due to User negligence.
9. Technical Downtime and System Limitations
The Platform may experience temporary interruptions due to server maintenance, internet connectivity issues, power failures, software errors, hardware malfunctions, or other technical reasons. Such interruptions shall not constitute a breach of data privacy or service obligations.
10. Amendments to Privacy Policy
The Company/Department reserves the right to modify or update this Privacy Policy at any time without prior notice. Continued use of the Platform after such modifications shall constitute acceptance of the revised Privacy Policy.
11. Consent
By registering on or using the Platform, the User expressly consents to the collection, storage, processing, and use of information in accordance with this Privacy Policy and applicable laws.

How can NRI download this app and send his donation if he/she would like to

NRIs can download the app from the Google Play Store like any other user. During installation and registration, they should select the **“NRI Registration”** option. This enables access to dedicated support for NRIs. A separate NRI support cell is available at the Collectorate Office to assist with NRI registrations and donations. The District Collector personally monitors and facilitates all requests raised by NRIs to ensure timely support.
